Spending review tra austerity e razionalizzazione: l?esperienza della Regione Campania nel contenimento dei costi del personale

Abstract

Il recente periodo di crisi economica e finanziaria ha evidenziato le debolezze del Sistema sanitario nazionale, mettendone in discussione la sostenibilit? nel lungo periodo. Per far fronte alle mutate condizioni del contesto di azione, le Regioni caratterizzate da una maggiore esposizione debitoria e in piano di rientro si sono trovate costrette a radicali interventi di razionalizzazione della spesa sanitaria, nel tentativo di ripristinare condizioni di equilibrio gestionale. Alla luce del loro peso nel bilancio sanitario, le spese relative alla gestione delle risorse umane hanno attratto gran parte dell?attenzione sia a livello di policy making che di management. Il presente studio si propone di indagare gli effetti delle politiche di razionalizzazione della spesa per il personale implementate da un sistema sanitario regionale in piano di rientro. Traendo spunto dalle evidenze raccolte attraverso un?engaged research, si delineano gli interventi di razionalizzazione posti in essere e si quantificano gli effetti delle iniziative di spending review sugli equilibri economici della gestione. I risultati dell?indagine suggeriscono che le politiche di razionalizzazione poste in essere sono in grado di contribuire al rientro dallo stato di deficit economico-finanziario. Esse, nondimeno, dovrebbero essere corroborate da interventi sul profilo organizzativo e gestionale, finalizzati a evitare le ripercussioni negative degli interventi di contenimento delle spese per il personale sulla motivazione delle risorse umane.
