La governance della risorsa idrica in agricoltura tra green economy e partecipazione

Abstract

Il contributo affronta il tema della governance del servizio idrico in agricoltura. Dopo un?introduzione riguardante la gestione della risorsa idrica nel settore agricolo, l?indagine si focalizza su alcuni provvedimenti di maggiore interesse. In particolare: la Direttiva quadro europea sulle acque, che istituisce un quadro per l?azione comunitaria in materia di acque; la Comunicazione della Commissione, sulle politiche di tariffazione per una gestione pi? sostenibile delle risorse idriche; le Linee guida del Mipaaf, per la regolamentazione da parte delle Regioni delle modalit? di quantificazione dei volumi idrici ad uso irriguo; la nuova politica euro-pea di sviluppo rurale. L?analisi degli aspetti di maggiore criticit? che affiorano nella governance del servizio idrico, sempre pi? modellata sui principi della sostenibilit? ambientale, tocca anche le questioni relative alle tariffe ed al recupero dei costi ambientali della risorsa idrica. Emerge, infine, l?importanza della partecipazione delle comunit? nella gestione del servizio idrico attraverso modelli negoziali, gi? accolti dal legislatore, quali i "contratti di fiume" che introducono una sorta di governance collettiva e, in alcune esperienze locali, riconoscono agli agricoltori il ruolo di "guardiani del fiume"
