The Efficiency and Equity of Vehicle Emissions Regulation: Evidence from California's Random Audits

Abstract

Developing countries currently increasing their stationary and mobile source emissions regulation can learn from the United States' regulatory experience. This paper uses a new micro data set of randomly tested California vehicles to quantify how the efficiency and equity implications of used vehicle emissions testing.
