Piyasa Ekonomisine Geçiþ Süreci ve Sonrasýnda Türkiye'de GINI Katsayýlarýnýn Analizi: Alternatif GINI Formülü Yaklaþýmý

Abstract

Türkiye ekonomisinde 1963’ten 2015’e yapýlan hane halklarýna ait %’lik GSMH’den alýnan paylar ve ilgili Gini (1) ve alternatif Gini (2) katsayýlarý incelendiðinde, bazý nispi sapmalar ve bazý Gini 1 ve Gini 2 katsayý hesaplamalarýndaki farklýlýklar ile birlikte, ve özellikle küresel krizin yaþandýðý 2009 yýlý hariç, 2011 yýlýna kadar gelir daðýlýmýnda bir iyileþmenin yaþandýðý ve fakat, 2011-2015 dönemi için ise ortalama olarak daðýlýmda bir bozulmanýn tecrübe edildiði görülmektedir. Bu süreçte Türkiye ekonomisine ait coðrafik bölgeler farklý deðerler almaktadýrlar. 2006-2015 dönemi için Ýstanbul, Batý Marmara, Orta Anadolu ve Kuzey Doðu Anadolu bölgelerinde Lorenz eðrisinin tam eþitlik doðrusundan uzaklaþtýðý ve fakat Ege, Doðu Marmara ve Doðu Karadeniz bölgelerinde ortalama olarak Lorenz eðrisinden eþitlik doðrusuna doðru bir yakýnsama olduðu anlaþýlmaktadýr. Üç bölgemizde ise, Batý Anadolu, Akdeniz ve Batý Karadeniz bölgelerinde, Gini katsayýlarý ortalama olarak iyileþmektedir. Gini katsayýlarý Orta Doðu Anadolu’da 2006-2011 döneminde artmakta, 2015 yýlýnda ise düþmektedir. Güney Doðu Anadolu Bölgesinde ise 2006-2011 döneminde bir iyileþme yok ise de, 2015 yýlýnda gelir daðýlýmýnda bir düzelme olduðu gözlemlenmektedir.
