Ein wirksames Klimaschutzgesetz braucht Frühindikatoren

Abstract

Der Beschluss des Bundesverfassungsgerichts zum Klimaschutzgesetz sowie die Verpflichtung zum Erreichen von Klimaneutralität stellen neue Anforderungen an die Politik. Die Weichen für eine klimaneutrale Gesellschaft müssen jetzt gestellt werden. Die derzeit im Klimaschutzgesetz vorgesehenen Monitoringinstrumente sind jedoch nicht ausreichend, um zu erkennen, ob die Politikinstrumente und Programme die intendierte Wirkung entfalten. Denn Treibhausgasreduktionen auf Sektorebene, die aktuell die alleinige Zielgröße darstellen, sind mit Unsicherheiten behaftet. Zudem erlauben sie es erst mit Verzögerung Fortschritte zu erkennen, und sie bilden die den konkreten Emissionsminderungen vorgelagerten transformativen Maßnahmen nur unzureichend ab. Um diese Defizite auszuräumen, sollte das Klimaschutzgesetz durch Frühindikatoren ergänzt werden. Auf diese Weise könnte durch eine verbreiterte Informationsgrundlage eine bessere Umsetzung von Energie- und Klimapolitikmaßnahmen ermöglicht werden.
