Das Vorsorgekonto: ein Ansatz gegen (Alters-)Armut und zur Flexibilisierung der Übergänge in die Rente

Abstract

Three issues related to (old age) poverty were the cause for a reflection on a retirement savings account (Vorsorgekonto) in the institutions of the German Pension Insurance: the prevention of poverty in case of disability or old-age, an adequate income at old age in spite of decisions by the federal Government to lower the level of the traditional pension scheme, and finally the aim of flexible transitions into retirement, required by workers unions and even some representatives of employers. The discussions about these issues in the German Pension Insurance Baden-Wurttemberg resulted in the outline of an additional fully funded pension scheme. Meanwhile, the outline was developed to the model of the Vorsorgekonto. It is a transparent, cost-effective and secure base product. The Vorsorgekonto can be configured both as a (government-sponsored) private pension scheme and/or occupational pension scheme. This article outlines the background of the development of the Vorsorgekonto and introduces its basic points. Issues of the legal feasibility of the Vorsorgekonto and the political implications of the coalition agreement are illustrated to show that the implementation and timing of the introduction of the Vorsorgekonto depends on the legislative intent only. Drei (alters-)armutsrelevante Themen waren ursächlich für die Überlegungen zu einem Vorsorgekonto bei den Trägern der Deutschen Rentenversicherung: die Vermeidung von Armut bei Erwerbsminderung und im Alter, der Aufbau einer auskömmlichen Versorgung trotz der vom Gesetzgeber beschlossenen Senkung des Niveaus der gesetzlichen Rente und die von Arbeitnehmerinnen/Arbeitnehmern und zum Teil von Arbeitgeberinnen/Arbeitgebern geforderte Flexibilisierung der Übergänge in den Ruhestand. Diese Themen führten im Haus der Deutschen Rentenversicherung Baden-Württemberg bereits 2008 zu der Skizzierung einer zusätzlichen, kapitalgedeckten Altersvorsorge. Zwischenzeitlich ist daraus das Modell des sogenannten Vorsorgekontos entstanden. Dabei handelt es sich um ein systemnahes, transparentes, kostengünstiges und sicheres Basisprodukt, das als (staatlich geförderte) private und/oder betriebliche Altersvorsorge ausgestaltet werden kann. Im Beitrag werden Hintergründe der Entwicklung des Vorsorgekontos und seine Eckpunkte vorgestellt. Fragen der rechtlichen Machbarkeit und die politischen Rahmenbedingungen des Koalitionsvertrags der Bundesregierung werden aufgegriffen, um darzustellen, dass die Realisierung und der Zeitpunkt der Einführung des Vorsorgekontos einzig vom gesetzgeberischen Willen abhängen.
