Regulación y emergencia de los sistemas bancarios: Las experiencias de Espana y Latinoamérica en perspectiva histórica, 1820-1870

Abstract

El objetivo del trabajo es analizar cuáles fueron los aspectos del marco institucional que favorecieron o retrasaron la extensión de la banca en América Latina. Para ello se analizan los marcos reguladores de Espana y los países latinoamericanos de colonización espanola antes de 1870. Se compara la temprana regulación bancaria de Argentina, Uruguay, México, Chile y Espana. Nuestras primeras conclusiones revelan la escasa sincronización entre la aparición de la regulación bancaria y la aparición de bancos. Mientras en Espana y Chile había regulaciones (leyes comerciales o bancarias) antes de la aparición de los primeros bancos emisores, en otros países los bancos aparecieron antes de la regulación formal. Se observa que los aspectos que se contemplaban en dichas regulaciones en términos de emisión, representación y responsabilidad de los directivos difieren entre sí.
