Impacto de las regalías en la inversión pública municipal: la desconcentración concentrada

Abstract

Este artículo es producto de la investigación sobre regalías y disparidades territoriales, dentro de la línea en Dinámicas y Gestión Territoriales de la Facultad de Ciencia Política y Gobierno de la Universidad del Rosario. Muestra cómo se distribuyen y aplican los recursos provenientes de la contribución de regalías entre los municipios colombianos, para establecer si el reparto y el destino de tales ingresos para los territorios están contribuyendo a dinamizar el desarrollo territorial, y con este, el cierre de la brecha interregional en Colombia. Los resultados de investigación muestran que si bien el reparto de recursos se ha “democratizado”, en cuanto buena parte de ellos están llegando por primera vez a municipios de categorías quinta y sexta, los proyectos siguen con-centrados en los departamentos centrales del país, con lo cual no se resuelve el desequilibrio entre entidades territoriales centrales y periféricas en Colombia.
