La formalización de los trabajadores por cuenta propia en Argentina: análisis del programa Monotributo Social y de los factores que condicionan su alcance

Abstract

La informalidad es un fenómeno persistente en las economías de América Latina, e incide en los trabajadores por cuenta propia más pobres. Los programas públicos que fomentan emprendimientos entre la población vulnerable tienen como principal objetivo crear empleo, al tiempo que se promueve la inclusión social por medio del trabajo. Un diseno de política pública coherente con este objetivo plantea la necesidad de desarrollar programas que faciliten la formalización de los trabajadores vulnerables por cuenta propia. Con esto en perspectiva, el Estado argentino implementó desde 2004 un régimen especial de tributación denominado Monotributo Social. Este trabajo identifica los desafíos que ha encontrado en su formulación e implementación desde su creación hasta la actualidad y las estrategias que ha adoptado para abordarlos. Adicionalmente, indaga en los límites que enfrenta el programa para llegar a la población destinataria, así como en las condiciones que caracterizan a estos trabajadores.
