Economía política y métodos de avalúo del suelo

Abstract

La tierra es factor clave para la planificación urbana y es un insumo básico para toda política de vivienda y construcción del espacio público. Ello exige el máximo rigor sobre la percepción científica, los instrumentos y los métodos idóneos para determinar el precio de las tierras urbanas. Antes de presentar y discutir tales aspectos, este estudio examina los argumentos de la teoría económica clásica y neoclásica que explican los postulados para investigar los avalúos como parte de una concepción teórica de la ciencia económica. Esta revisión reitera nociones poco entendidas, como que el precio del suelo no se establece en el proceso productivo y que no se produce como cualquier otro bien, pues su existencia deriva de procesos de mayor productividad y de la propiedad del recurso que marca la diferencia de productividad en un mercado, donde las peores condiciones de producción regulan los precios; en fin, que es el mercado, y no la propiedad particular del suelo, lo que define su precio, todo esto en consistencia con la valoración de la utilidad en el proceso productivo del espacio construido.
