La política de precios del café en Colombia

Abstract

"Una política cafetera que tenga como objetivo tanto la estabilización de precios como la maximización del ingreso del productor es insostenible y conlleva a altos costos para el fisco. En Colombia, se ha observado una elevada transmisión del precio externo al interno en períodos de precios externos al alza, y baja transmisión cuando los precios externos se deprimen. El subsidio que actualmente se otorga en Colombia, en particular el Programa de Protección al Ingreso Cafetero, se asigna en función de la producción, excluye a los pequenos productores y no exige ninguna mejora en productividad o calidad. La inequidad en su distribución es dramática; en 2013 el 10% de los productores recibieron el 80% del subsidio. Proponemos que, si se decide destinar recursos públicos al subsidio del sector cafetero, lo ideal sería fomentar la oferta y la demanda de esquemas de cobertura a las fluctuaciones de la tasa de cambio y del precio externo. La experiencia de otros países sugiere que la práctica colombiana de subsidiar la producción agrícola es bastante inusual. En otras latitudes. Los recursos públicos destinados al agro suelen proveer servicios y no por subsidiar directamente la producción de un sub-sector específico."
