¿Por qué cayó el ahorro en Colombia a comienzos de la década del noventa?

Abstract

“La drástica caída del ahorro privado a comienzos de la década del noventa es la consecuencia de la disminución del ingreso disponible y, en menor medida, del crecimiento del consumo. La caída permanente del ingreso disponible durante el período 1950-1990 está estrechamente ligada al incremento de los impuestos. Esta tendencia se acentuó a principios de los anos noventa debido a la reducción del excedente bruto de explotación (EBE) de las empresas. Al contrario de las hipótesis tradicionales, este artículo muestra que en los anos noventa han sido pequenos los efectos del consumo privado sobre el ahorro nacional. En particular, cabe destacar: (i) el reciente comportamiento del consumo privado puede difícilmente ser catalogado como un "boom" puesto que sólo aumentó 2% del PNB en 1992; (ii) el consumo de bienes durables después de la reforma comercial no ocasionó la drástica caída de la tasa de ahorro privado. Este artículo está dividido en cinco partes. Primero la Introducción. En la segunda sección se discuten algunos aspectos metodológicos y se presentan dos correcciones importantes que fácilmente pueden hacérsele a las medidas de ahorro que aparecen en las Cuentas Nacionales de Colombia. En la tercera sección se presenta una comparación entre la medida ajustada y la tradicional de ahorro privado. Se demuestra que en anos recientes ha ocurrido una reducción en estas medidas de ahorro. La cuarta sección describe el comportamiento de los principales componentes del ahorro privado en Colombia, ejercicio que resulta útil para entender su evolución reciente. Las conclusiones y sugerencias para investigaciones futuras se presentan en la quinta sección.”
