¿Importa la independencia? el caso del Banco Central colombiano

Abstract

“¿Por qué ha sido Colombia un caso de baja variabilidad en el producto y de una inflación entre moderada y alta? Este trabajo plantea que, independientemente de los arreglos institucionales, las autoridades monetarias han estabilizado el ciclo económico, de manera que el control de la inflación no ha sido el único objetivo de la política monetaria. La Junta Monetaria (1963-1991), entidad controlada por el gobierno, frecuentemente hizo caso omiso a los consejos de sus Asesores, un grupo de tecnócratas anti-inflacionarios sin poder de voto. Colombia es conocida por su gran estabilidad macroeconómica. La economía colombiana también es conocida por su inflación prolongada, moderada y estable. De hecho, las tasas de inflación han fluctuado entre el 20% y el 30% durante los últimos 25 anos. Este documento analiza si los cambios formales en el grado de independencia del Banco Central en Colombia han afectado el comportamiento de esta institución en relación con su función objetivo. Nuestra metodología hace énfasis en los casos de conflicto entre las metas de estabilización del producto y el empleo en relación con la inflación. El trabajo está estructurado en cinco secciones. La Sección II discute los cambios legales en relación con el mandato del Banco Central, al igual que con la influencia del gobierno sobre la composición y nombramiento de la junta, y las condiciones para préstamos al gobierno. La Sección III está centrada en el proceso político que está detrás de los orígenes de un banco central independiente en Colombia. La Sección IV explora el grado de autonomía real, enfocándose en las minutas de las reuniones de la junta Monetaria. El trabajo termina con la Sección V, en la cual se presentan algunas conclusiones.”
