Panem et Circenses, ¿educación pública de calidad o redistribución? Efectos de la provisión de un bien privado y su calidad por parte del sector público sobre el crecimiento y la distribución del ingreso

Abstract

La provisión de un bien privado por parte del sector público comopolítica de redistribución del ingreso, es considerada una buena herramienta antela falta de información sobre los agentes. No obstante, dicha política puedeacarrear disyuntivas entre calidad y redistribución, y entre eficiencia y redistribución. Si se desea implementar esta clase de política, es preferible incurriren un costo de información, una ineficiencia fija, para aplicar un impuesto progresivoy redistribuir el ingreso bajo el segundo teorema del bienestar, y nomediante una transferencia en especies. La política es m´as o menos efectivadependiendo de las restricciones institucionales a las que se enfrente el Estado.Si dichas restricciones impiden la discriminación de acceso al sistema educativo,para que la política educativa tenga éxito es necesario olvidarse de laposibilidad de máxima redistribución. Lo anterior conllevar´ıa a que la políticaafianzara la diferencia entre los objetivos de calidad en la educación y, al mismotiempo, enfrentar la inequidad.*************The provision of a private good by the public sector as an incomeredistribution policy is considerated as a good tool against the lack of informationabout the agents. However, that kind of policy can lead to trade-offsbetween quality and redistribution, and efficiency and redistribution. Shouldthis kind of policy be implemented it would be better to incur in one informationcost, a fixed inefficiency, in order to implement a progressive tax andredistribute the income under the second welfare theorem, and not throughspecie`s transfer. The effectiveness of the policy depends of the institutional restrictionsfaced by the government. If those restrictions forbid a discriminatoryaccess to the educational system, it is necessary to forget about the possibilityof maximum redistribution. All these would imply that such policy wouldreinforce the difference between providing support to the inequity problems.
