Die Bedeutung von LEADER in Österreich aus der Sicht von lokalen AkteurInnen

Abstract

Ziel des LEADER-Ansatzes ist es, die Entwicklung ländlicher Regionen in der Europäischen Union durch Einbeziehung der regionalen Ressourcen und der Bevölkerung zu stärken und die Lebensqualität zu erhöhen. Als Pilotaktion Anfang der 1990er Jahre konzipiert, avancierte LEADER zu einem integrierten Bestandteil der Ländlichen Entwicklungsprogramme. Zahlreiche Faktoren beeinflussen die erfolgreiche Umsetzung dieses Entwicklungsansatzes. Im folgenden Beitrag wird aus Sicht regionaler AkteurInnen dargestellt, inwieweit sich LEADER im Rahmen einer neo-endogenen und nachhaltigen ländlichen Entwicklung in Österreich als zentrale Initiative etabliert hat und welche Faktoren besonders fördernd oder hemmend für die Umsetzung sind. Neben den Ergebnissen aus einer qualitativen Befragung von AkteurInnen vor Ort werden Erkenntnisse aus Evaluierungsstudien sowie Studien der Begleitforschung zu LEADER zur Analyse herangezogen. Abschließend werden die Ergebnisse diskutiert und es wird ein Ausblick auf die neue Förderperiode 2014-2020 gegeben.
