Entwicklung der Alpung in der Schweiz: Ökonomische Bedeutung und ökologische Auswirkungen

Abstract

Die Alpwirtschaft erfüllt im Rahmen einer multifunktionalen Landwirtschaft vielfältige Funktionen. Sie besitzt eine enorme ökonomische Bedeutung für die Schweizer Berglandwirtschaft, trägt sie doch mit über 30 % zum Einkommen in dieser Region bei. Prognosen mit dem Sektormodell SILAS zeigen, dass die Bedeutung der Alpwirtschaft auch in Zukunft hoch sein wird, zumindest solange das Direktzahlungssystem stark auf tier-bezogene Direktzahlungen ausgerichtet bleibt. Die Bestandesentwicklung gesömmerter Tiere hängt von ihrer Wirtschaftlichkeit und allgemeinen Strukturveränderungen ab. Modellrechnungen mit dem Sektormodell SILAS ergeben, dass der Bestand gesömmerter Tiere bis 2011 weiter zurückgehen wird - entsprechend dem Trend der letzten Jahre. Dies kann einen hohen Verlust an natur-schutzfachlich wertvollen Weiden verursachen. Um einen damit einhergehenden Verlust der Artenvielfalt zu verhindern, wären die agrarpolitischen Steuerungsinstrumente zielgerichtet anzupassen.
