30 Jahre Mercosur – Integrationsfortschritte, Misserfolge und zukünftige Handelspolitik

Abstract

Dreißig Jahre nach seiner Gründung fällt das Fazit zu den Integrationsfortschritten des Mercosur gemischt aus. Während die Handelsliberalisierung innerhalb des Mercosur als Erfolg verbucht werden kann, wurden die Ziele einer Umwandlung zur Zollunion und tiefere Integrationsschritte verfehlt. Die Bedeutung des Intra-Mercosur-Handels liegt dreißig Jahre nach Gründung wieder auf dem Ausgangsniveau und die Integration in internationale Produktionsnetzwerke ist nur stellenweise gelungen. Hohe MFN-Zölle und nicht-tarifäre Handelsbarrieren innerhalb der Region sowie fehlende Handelsabkommen erschweren die Einbindung der Staaten des Mercosur in den globalen Handel. Die erfolgreiche Ratifizierung des Handelsabkommens zwischen der EU und dem Mercosur würde einerseits den Mitgliedstaaten nochmal die Vorteile des Mercosur sichtbar machen. Andererseits kann das Abkommen zur Intensivierung der globalen bzw. regionalen Wertschöpfungsketten im südamerikanischen Raum und zur Verringerung der aktuellen Abhängigkeit Chinas im Primärsektor beitragen.
