Bildung, Ausbildung, Fortbildung: Herausforderungen aus internationaler Perspektive

Abstract

Andreas Schleicher und Ludger Schuknecht, OECD, Paris, zeigen in ihrer Analyse zwei internationale Trends auf, die für die Bildungspolitik in Deutschland und Europa von besonderer Relevanz sind. Erstens, ein hohes Bildungsniveau bleibt der Garant für Wohlstand und Wachstum. Aber im internationalen Vergleich nehmen immer mehr asiatische Länder die Spitzenplätze bei den Erhebungen der OECD ein. Einige europäische Länder fallen nicht nur relativ, sondern auch absolut zurück. Zweitens, der technische Fortschritt und insbesondere die Digitalisierung werden weiterhin die Arbeitswelt verändern und andere Kompetenzen als in der Vergangenheit erfordern. Gleichzeitig wird eine weiter wachsende Lebenserwartung und Lebensarbeitszeit das lebenslange Lernen notwendiger denn je machen. Das bedeutet große Herausforderungen für die Bildungspolitik in Deutschland und international, die angegangen werden müssen, um international an der Spitze zu bleiben.
