Wahlrecht mit Kinderbonus für Eltern: Konsequenzen für Deutschland

Abstract

Würde das Wahlrecht für Minderjährige, das durch deren Erziehungsberechtigte bis zur Volljährigkeit ausgeübt wird, eingeführt, vergrößerte sich das deutsche Wahlvolk um etwa 12 Millionen Wahlberechtigte. Der mittlere Wähler wäre um ein Jahr jünger, und das relative Stimmgewicht der Eltern minderjähriger Kinder stiege von aktuell knapp 22 auf etwa 35%. Nach einer Analyse von Clemens Fuest und Martin Braml hätte eine solche Wahlrechtsänderung auf das Zweitstimmenergebnis einer Bundestagswahl wenig Einfluss, wenn die Parteien ihre Wahlprogramme und die Eltern ihre Parteipräferenzen nicht änderten. Da die Parteien ihre Programme mit Einführung eines Kinderbonus aber voraussichtlich anpassen und Belange der Familien stärker gewichten würden, entschiede letztendlich der Wettbewerb der Parteien, wer am Ende von einem stellvertretenden Elternwahlrecht profitiert.
