Update des ifo Institutionenindex für OECD-Länder, 2012 – Kurzfassung der neuen Ergebnisse

Abstract

Für einzelne Länder ist es von Interesse zu erfahren, ob ihre institutionellen Regelungen die Eigenschaften aufweisen, mit denen erfahrungsgemäß ein hohes Wachstum des Pro-Kopf-Einkommens erreicht werden kann. Eine solche Einschätzung kann mit dem Institutionenindex vorgenommen werden, der vom Bereich Internationaler Institutionenvergleich des ifo Instituts in Zusammenarbeit mit Theo Eicher von der University of Washington in Seattle entwickelt wurde. Dieser Index liefert einen Maßstab, um die Qualität der Institutionen eines Landes zu bewerten. Er basiert auf einem Verfahren, mit dem solche Institutionen identifiziert werden, die in hohem Maße zum Wachstum des Pro-Kopf-Einkommens beitragen. Dieser Artikel zeigt die neuen Ergebnisse des Institutionenindex für OECD-Länder für das Jahr 2011, wobei den GIIPS-Ländern besondere Aufmerksamkeit gewidmet wurde. Auffällig ist, dass gerade diese Länder beim Institutionenindex weniger gut abschneiden. Eine Ausnahme stellt Irland dar. Dieses Land hat sich seit jeher immer im vorderen Bereich des Institutionenrankings befunden. Bei den südeuropäischen Ländern besteht im institutionellen Bereich ein hoher Aufholbedarf. Dies gilt insbesondere für die Teilbereiche der Subindizes Effizienz des Humankapitals und Arbeitsmärkte.
