Mögliche Auswirkungen der geplanten EU-Dienstleistungsrichtlinie auf die Wirtschaft Deutschlands

Abstract

Das ifo Institut und das DIW, Berlin, analysieren die zu erwartenden Struktureffekte der geplante EU-Dienstleistungsrichtlinie. Danach spricht vieles dafür, dass der Beschäftigungseffekt nach Branchen recht unterschiedlich ausfallen wird. In Deutschland dürfte das verarbeitende Gewerbe von dem breiteren und preisgünstigeren Angebot von Dienstleitungen, aber auch der leichteren Erbringung von produktbegleitenden Dienstleistungen im europäischen Ausland profitieren. Aber auch der Dienstleistungssektor im engeren Sinn wird im Durchschnitt von der stärkeren Wachstumsdynamik in Europa positive Impulse erhalten. Dies trifft vor allem in Unternehmen in humankapitalsintensiven Branchen mit handelbaren Leistungen wie z.B. FuE-Beratung, Dienstleister auf dem Gebiet technisch-physikalischer und chemischer Analysen, aber auch Werbung zu. Hier eröffnet der in der Regel hohe deutsche Qualitätsstandard Chancen zu einer Marktausweitung. Auf der anderen Seite sind in Dienstleistungsbranchen, die gekennzeichnet sind durch interregionale Handelbarkeit ihrer Leistungen und einen relativ geringen Anteil an hochausgebildeten Spezialkräften, wie z.B. Baugewerbe, Gebäudereinigung, Kfz-Handel und Personenvermittlung die Risiken durch verstärkten preisgünstigen Dienstleistungsimport relativ groß.
