Die Wohnsitzauflage für Geflüchtete: Ein starker Eingriff mit unklarem Ergebnis

Abstract

Die 2016 eingeführte Wohnsitzauflage stellt einen starken Eingriff in die Freizügigkeit Geflüchteter dar. Sie erlaubt Geflüchteten, den ihnen zugeteilten Wohnsitz nur innerhalb eines begrenzten geografschen Gebietes zu wechseln. Gerechtfertigt wird dieser Eingriff unter anderem mit dem Ziel besserer Integration und der Vermeidung von Segregation. In diesem Jahr sieht sich auch Sachsen, durch den Krieg in der Ukraine, erneut mit einer großen Welle an Geflüchteten konfrontiert. Ein Anlass, im Lichte der Erkenntnisse im Zusammenhang mit der Wohnsitzauflage die möglichen Auswirkungen auf die ukrainischen Geflüchteten zu untersuchen. Die Auflage kann durch die dauerhafe Unterbringung von Geflüchteten in Regionen mit weniger Landsleuten den Integrationsdruck tatsächlich erhöhen. Jedoch geschieht dies auf Kosten der Arbeitsmarktintegration. Zudem fnden Geflüchtete, die in Regionen mit hoher Arbeitslosigkeit untergebracht werden, deutlich langsamer in Arbeit.
