La politique agricole française et l'Europe verte : impasse ou révision ?

Abstract

The CAP is no longer a source of progress for European Agriculture. The protectionism is too high and with large differences to productions.Asa consequence, Community expenditures are poorly allocated, induce discrepancies between production and needs, and aggravate income inequality. Distributional effect of CAP over countries exist and destabilize the european construction. They generate centrifugal tendancies as illustrated by MCA'S. France has poorly played her cards in the european game. Her market share has declined particulary for livestock products. The initiation of green money turned out to work against her interests. Many inadequacies of the CAP appear to be an extension of french conceptions about agricultural policy. It is urgent to propose a reform of the CAP on more efficient, just, and clear bases. Common prices should be restored. Apolicy based on degressive support prices and on lower food prices would be a way to make progress in that direction.
