Abstract

Der vorliegende Beitrag untersucht die neusten Entwicklungen in der polnischen Arbeitsgesetzgebung aus der Perspektive der laufenden Debatte über die aktivierende Arbeitsmarktpolitik. Es wird der Frage nachgegangen, ob Polen dem internationalen Trend zu Workfare- Strategien in der Arbeitsmarktpolitik folgt. Zunächst wird ein historischer Überblick über den Auf- und Ausbauprozess der arbeitsmarktpolitischen Institutionen und Instrumente nach der Wende 1989 geliefert. Danach wird untersucht, inwieweit das letzte Gesetz über Beschäftigungsförderung und Arbeitsmarktinstitutionen von 2004 die Erfahrungen von Polens Nachbarländern in der Aktivierung der Arbeitslosen berücksichtigt. Es werden die neuen Instrumente dargestellt, die einerseits fördernde, andererseits fordernde Elemente beinhalten. Abschließend folgt eine kritische Einschätzung der bestehenden Defizite in der polnischen Arbeitsmarktpolitik.
