Analysen von drei Maßnahmen-Paketen des Bundes zur Bewältigung der Coronakrise aus Gleichstellungsperspektive

Abstract

Die Studie geht der Frage nach, welche Wirkungen auf die Gleichstellung von Frauen und Männern durch drei Maßnahmen-Pakete der Bundesregierung zur Eindämmung und Überwindung der Coronakrise zu erwarten sind. Denn weder die Corona-Krise noch die Maßnahmen zu ihrer Überwindung sind geschlechtsneutral. Es werden vier Fragestellungen beleuchtet: 1. Wer hat eher einen Nutzen durch die Maßnahmen? 2. Sind in den Maßnahmen Verzerrungen eingebaut, die dazu führen, dass eine Maßnahme für ein Geschlecht weniger gut greift? 3. Welche Beschäftigungseffekte sind langfristig für Frauen und Männer zu erwarten? 4. Welcher Budgetanteil zielt auf einen direkten Nachteilsausgleich vor dem Hintergrund der nachweisbaren Geschlechtereffekte der Pandemie? Die Ergebnisse zeigen, dass die Hilfsmaßnahmen vorhandene Geschlechterdisparitäten unbeabsichtigt verstärken. Um dies zu vermeiden, wäre in Zukunft unter anderem eine bessere Abschätzung von Wirkungen auf die Gleichstellung wünschenswert.
