Europäischer Tarifbericht des WSI - 2021/2022: Tarifpolitik im Zeichen von Krise, Krieg und Inflation

Abstract

Eine Abschwächung des Wachstums, steigende Preise und die noch schwer abzuschätzenden Folgen des Krieges in der Ukraine stellen die europäische Tarifpolitik vor große Herausforderungen. Für die Beschäftigten zeichnen sich aufgrund der bislang verhaltenden Lohnentwicklung in allen Ländern der Europäischen Union - teilweise erhebliche - Reallohneinbußen ab. Dies setzt die Gewerkschaften unter Druck, über höhere Tarifabschlüsse Kaufkraftverluste auszugleichen. Gleichzeitig warnen die Arbeitgeber unter Verweis auf eine drohende Lohn-Preis-Spirale vor deutlichen Lohnsteigerungen - selbst wenn bisher von den Löhnen kein erkennbarer Inflationsdruck ausgeht. Erschwert wird der Interessenausgleich dadurch, dass Kollektivvereinbarungen in vielen Ländern nur noch eine begrenzte Reichweite haben. Zudem hat Tarifpolitik weitreichende verteilungspolitische Konsequenzen.
