Neue Handelsabkommen in Asien: Liberalisierung in Zeiten geopolitischer Rivalität

Abstract

Unterzeichnung des asiatisch-pazifischen Freihandelsabkommens RCEP am 15. November 2020, Vereinbarung eines Investitionsabkommens zwischen der EU und China (CAI) am 30. Dezember, und nun Erweiterungsperspektiven für das Transpazifische Partnerschaftsabkommen CPTPP - die Handelspolitik in und mit Asien nimmt sichtlich Fahrt auf. In der Großregion Ostasien, die aus Japan, Südkorea, China und der ASEAN-Gemeinschaft besteht, wird sich die ökonomische Integration über Handel, Investitionen, Lieferketten und digitale Vernetzung beschleunigen. Dagegen müssen die außen vor bleibenden Regionen Nordamerika, Europa und Indien befürchten, dass Handelsströme umgelenkt werden. Gleichzeitig ist die Geopolitik zu einem bestimmenden Faktor der Handelspolitik geworden. Jegliche Vereinbarung ist immer auch eine politische Positionierung im Kontext der sino-amerikanischen Rivalität oder zumindest eine Rückversicherung gegenüber kommerziellen bzw. technologischen Decoupling-Risiken. Welche wirtschaftlichen und politischen Perspektiven ergeben sich aus den Handels- und Investitionsabkommen? Welche Ziele und Strategien verfolgen die maßgeblichen Akteure? Und welche Konsequenzen ergeben sich daraus für Europas Handelspolitik?
