Erdrückende Bürokratie: Neue Freiräume braucht das Land!

Abstract

Deutschland hat ein Bürokratieproblem: Anstatt die Fülle bestehender Vorschriften zu hinterfragen und auf ihre Sinnhaftigkeit, Praxistauglichkeit oder Verhältnismäßigkeit zu überprüfen, ist der Regulierungseifer ungebrochen. Neue und immer komplexere Vorschriften überfordern Unternehmen und Bürger zusehends. Der Trend zu Bürokratisierung und Überregulierung zeigt sich beispielsweise anhand eines stetig steigenden Erfüllungsaufwands für die Wirtschaft sowie komplexen Planungs- und Genehmigungsverfahren, die mittlerweile einen gravierenden Standortnachteil darstellen. Gleichzeitig tendiert der öffentliche Verwaltungsapparat - und hier vor allem die Ministerialbürokratie auf Bundesebene - zur Selbstmehrung, während Vereinfachungspotenziale durch die Digitalisierung von Verwaltungsleistungen weitgehend ungenutzt bleiben. Die Bürokratie erdrückt das Land und sorgt für einen staatlich herbeigeführten Stillstand. Zugleich schränkt sie den unternehmerischen Handlungsspielraum für Innovationen, Investitionen oder die Schaffung neuer Arbeitsplätze über Gebühr ein. Dabei bräuchte es gerade in Zeiten zunehmender gesamtwirtschaftlicher und gesellschaftlicher Herausforderungen dringender denn je ein wachstums- und innovationsfreundliches Regulierungsumfeld. Vor diesem Hintergrund sind umfassende Maßnahmen zum Bürokratieabbau erforderlich, die neue Freiräume für mehr wirtschaftliche Dynamik öffnen. Dies impliziert, auf nicht notwendige Regelungsvorhaben zu verzichten, unverhältnismäßige Vorschriften abzuschaffen und die Komplexität bestehender Vorgaben zu verringern.
