Ehrbarer Staat? Die Generationenbilanz. Update 2010: Handlungsoptionen der Gesundheitspolitik

Abstract

Eine der schwersten Wirtschaftskrisen scheint für Deutschland noch einmal einigermaßen glimpflich abgelaufen zu sein, insbesondere was den Arbeitsmarkt betrifft. Für Entwarnung ist es allerdings noch zu früh. Vor allem die in den Krisenjahren erneut aufgebauten strukturellen Haushaltsdefizite stellen eine Bedrohung für die Zukunftsfähigkeit unseres Landes dar. Daneben muss sich die Politik noch stärker als bisher der demografischen Herausforderung und den impliziten, d.h. versteckten Schulden in den umlagefinanzierten Sozialversicherungen stellen, um diese dauerhaft stabil und funktionsfähig zu halten. Ein ehrbarer Staat, der das langfristige Wohl der Bürger im Blick hat, muss schon heute umsetzbare Reformstrategien entwickeln. Das vorliegende vierte Update der 2006 begonnenen "Generationenbilanzierung" der Stiftung Marktwirtschaft und des Forschungszentrums Generationenverträge der Universität Freiburg wirft einen ungeschminkten Blick auf die langfristige Tragfähigkeit der öffentlichen Finanzen. Darüber hinaus werden unterschiedliche Varianten einer pauschalen Gesundheitsprämie im Hinblick auf ihre Nachhaltigkeitswirkung und den erforderlichen sozialen Ausgleich auf den Prüfstand gestellt.
