Deutschland in der "Multilateralismusfalle"? Reaktionen auf Zielkonflikte der internationalen Sicherheitspolitik in der out-of-area-Debatte 1992-1994

Abstract

Auslandseinsätze der Bundeswehr verdeutlichen wie kein anderer Anlass die Chancen und Risiken, die mit der multilateralen Einbettung der Bundesrepublik Deutschland in die Vereinten Nationen (VN), die EU und die Nato einhergehen. Spätestens an ihnen entzündet sich eine Debatte über Vorteile und Schattenseiten der Eingliederung in internationale Organisationen, da in ihnen der multilaterale Handlungsdruck und die Gefahren einer militärischen Intervention unmittelbar sichtbar werden. Ausgehend von den drei Out-of-area Einsätzen zu Beginn der 1990er Jahre untersucht das vorliegende Papier den innerstaatlichen Deutungskampf über die Konsequenzen der internationalisierten Sicherheitspolitik zwischen der Bundesregierung, der Opposition und dem Bundesverfassungsgericht. Eine Frame-Analyse des Diskurses lässt darauf schließen, dass der deutsche Multilateralismus in der Sicherheitspolitik zu einem ungeschriebenen Gesetz geworden ist: Die Out-of-area Kontroverse konzentriert sich weniger auf das ob der Internationalisierung, als auf die Fragen, welche Institutionen gestärkt werden sollten und welche Verbesserung auf nationaler Ebene vorzunehmen sind, um mit der Internationalisierung Schritt zu halten.
