Nationale Umweltpolitik und internationale Integration: Theoretische Ansätze im Überblick

Abstract

Dieser Aufsatz gibt einen Überblick über die Optionen nationaler Umweltpolitikgestaltung, sofern ein Land von nationalen oder grenzüberschreitenden Umweltproblemen betroffen und zudem mit anderen Ländern wirtschaftlich eng verflochten ist. Für rein nationale Umweltprobleme wird der Einfluß zusätzlicher, außenwirtschaftlicher Verzerrungen durch Zölle oder Kapitalsteuern untersucht. Die Analyse beurteilt auch die Möglichkeiten für eine doppelte Dividende aus einer ökologischen Steuerreform. Grenzüberschreitende Umweltexternalitäten lassen sich ohne supranationale Hoheitsgewalt lediglich durch zwischenstaatliche Kooperation oder unilaterale Umweltpolitik internalisieren. Für Umwelt abkommen werden verschiedene Vertragsinstrumente im Hinblick auf Internalisierungsziel und Anreizkompatibilität analysiert, für unilaterale Politiken die Möglichkeiten einer indirekten Internalisierung sowie strategische Aspekte.
