Beiträge der ILE-Förderung zu gleichwertigen Lebensverhältnissen in ländlichen Räumen

Abstract

Im Zentrum des Berichts stehen die Maßnahmen der Integrierten ländlichen Entwicklung (ILE) der Gemeinschaftsaufgabe 'Verbesserung der Agrarstruktur und des Küstenschutzes' (GAK), die im Förderbereich 1 der GAK zusammengefasst sind. Dieser Förderbereich hat in den zurückliegenden Jahren sowohl inhaltlich als auch finanziell an Bedeutung gewonnen. In der Diskussion um gleichwertige Lebensverhältnisse werden Beiträge der GAK vor allem durch Maßnahmen der Integrierten ländlichen Entwicklung erwartet. Zunächst wird der Begriff der Lebensverhältnisse operationalisiert. Die verschiedenen Maßnahmen der integrierten ländlichen Entwicklung werden beschrieben, auch in ihrer Umsetzung und Ausgestaltung in den Bundesländern. Anschließend wird der Beitrag zu Daseinsvorsorge und Lebensqualität qualitativ beschrieben. Die ILE-Maßnahmen adressieren viele Aspekte der Daseinsvorsorge. Sie leisten einen Beitrag zur Verbesserung der Wohnstandortbedingungen; durch Intensivierung sozialer Beziehungen und persönlicher Aktivitäten als Dimensionen der Lebensqualität. Weitere empirische Analysen auf einer besseren Datengrundlage sind erforderlich, um die Wirkungen der ILE-Maßnahmen auf gleichwertige Lebensverhältnisse differenziert abschätzen zu können.
