Abstract

Das im vorliegenden Gutachten evaluierte Programm zur „Förderung gemeinnütziger externer Industrieforschungseinrichtungen in Ostdeutschland – Innovationskompetenz Ost (INNO-KOM-Ost)“ trat am 1. Januar 2009 in Kraft. Das Förderprogramm INNO-KOM-Ost hat das Ziel, durch Unterstützung der innovativen Leistungsfähigkeit der externen Industrieforschungseinrichtungen (IFE) die Innovationskraft der ostdeutschen Wirtschaft nachhaltig zu stärken. Durch die diskriminierungsfreie Bereitstellung der Forschungs- und Entwicklungsergebnisse für die Allgemeinheit soll insbesondere die Innovationsfähigkeit von kleinen und mittleren Unternehmen (KMU) verbessert werden. Der industrielle Sektor im Osten Deutschlands weist im Vergleich zu den Alten Ländern noch immer einen spürbaren Nachholbedarf auf. Vor allem gibt es infolge der Transformation bisher nur wenige Großunternehmen bzw. Unternehmenszentralen in Ostdeutschland, sodass die Industrieforschung hauptsächlich in KMU stattfindet. Die IFE spielen deshalb als FuE-Dienstleister und Transformatoren marktorientierten Wissens eine wichtige Rolle für die Innovationsaktivitäten und damit die Wettbewerbsfähigkeit der ostdeutschen KMU. IFE sind zugleich oft Initiatoren und Moderatoren von innovativen Netzwerken, die weit über die jeweilige Region hinaus wirken.
