Gesetzliche Krankenversicherung: Pause beim Ausgabenanstieg durch Alterung

Abstract

Der Autor stellt fest, dass die gute Finanzlage der Gesetzlichen Krankenversicherung (GKV) zwar vornehmlich, aber wohl nicht nur von der Einnahmeseite geprägt ist. Die Ausgaben der GKV sind in den vergangenen 20 Jahren wegen der Alterung der Versicherten merklich gestiegen, wie in dem Beitrag durch eine Zerlegung des Ausgabenanstiegs in Komponenten gezeigt wird. Allerdings haben andere Faktoren einen noch größeren Einfluss. So kam in den Jahren 2016 und 2017 der alterungsbedingte Anstieg der Pro-Kopf-Ausgaben zum Erliegen. Maßgeblich für die Abschwächung sind Zuwanderung und die derzeitige Altersschichtung. Der Autor zieht die Schlussfolgerung, dass die aktuell hohen Rücklagen der Krankenversicherungen nicht in eine Ausweitung der Leistungen umgemünzt werden sollten, da ein Wegfall der derzeit günstigen Umstände für Einnahmen und Ausgaben absehbar ist.
