Die Rolle der Regierungen in Schuldner- und Gläubigerländern bei der Überwindung von Verschuldungsproblemen in der Dritten Welt

Abstract

Die Analyse wirtschaftspolitischer Fehlentwicklungen in hochverschuldeten Ländern der Dritten Welt zeigt, daß die internationale Kreditwürdigkeit nur dann wiedergewonnen werden kann, wenn die Regierungen der Schuldnerländer umfassende und konsistente Wirtschaftsreformen in Kraft setzen, statt lediglich einen kurzfristigen Zahlungsbilanzausgleich anzustreben. Reformprogramme müssen alle wesentlichen Politikbereiche - wie die Außenhandels-, Wechselkurs-, Geld- und Fiskalpolitik - einbeziehen und administrativ verursachte Verzerrungen der relativen Faktorund Güterpreise abbauen. Die Regierungen der Gläubigerstaaten müssen die Transferprobleme der Schuldnerländer durch eine tiefgreifende Importliberalisierung entschärfen, statt auf eine staatliche Lenkung des internationalen Kapitaltransfers zu setzen. Verstärkte staatliche Interventionen in die Kreditvergabe an Entwicklungsländer werfen schwerwiegende moral hazard-Probleme auf und könnten neuen Verschuldungskrisen Vorschub leisten.
