Weltkonjunktur im Herbst 2011

Abstract

[Weltkonjunktur stockt] Die Aussichten für die Weltkonjunktur haben sich im Sommer 2011 weiter eingetrübt. Ein Rückfall in eine Rezession ist zwar für die Weltwirtschaft insgesamt derzeit wenig wahrscheinlich. Für die fortgeschritten Volkswirtschaften rechnen wir allerdings infolge der erhöhten Unsicherheit, fortschreitender Konsolidierungsprozesse im privaten Sektor und der inzwischen eng begrenzten Möglichkeiten der Wirtschaftspolitik zur Stimulierung der Konjunktur damit, dass die gesamtwirtschaftliche Kapazitätsauslastung in den kommenden Quartalen sinkt. Im Jahresdurchschnitt dürfte die Zuwachsrate des realen Bruttoinlandsprodukts in dieser Ländergruppe in diesem und im nächsten Jahr nur noch 1,6 bzw. 1,5 Prozent betragen. Die Inflation wird sich dabei deutlich verringern, die Arbeitslosigkeit hoch bleiben. Für die Weltproduktion insgesamt haben wir die Prognose ebenfalls deutlich von 4,5 Prozent im Juni auf aktuell 3,8 Prozent reduziert. Für 2012 erwarten wir eine weitere Abschwächung der Zuwachsrate des globalen Bruttoinlandsprodukts auf nur noch 3,5 Prozent (Juni-Prognose: 4,1 Prozent). - [Der Euroraum rutscht in die Rezession] Die Konjunktur im Euroraum hat sich jüngst merklich abgekühlt. Frühindikatoren deuten darauf hin, dass die Produktion im zweiten Halbjahr 2011 sinkt. Die durch die mit der Schuldenkrise einhergehenden Finanzmarktturbulenzen sowie die intensivierten Konsolidierungsmaßnahmen dürften die Wirtschaft im Euroraum in eine Rezession bringen. Im Verlauf des Jahres 2012 wird die Produktion angesichts der expansiven Geldpolitik und zunehmender Auslandsnachfrage wohl wieder deutlich anziehen. Die Rezession dürfte die Schuldenkrise tendenziell verschärfen, da sie die Zweifel an der Schuldentragfähigkeit einzelner Mitgliedsländer verstärken dürfte. Wir gehen aber nicht davon aus, dass es zu einem unkontrollierten Zahlungsausfall eines Mitgliedslandes oder zum Zusammenbruch größerer Bankhäuser kommt. Sollte eines dieser Risiken eintreten, dürfte die Rezession spürbar tiefer werden.
