Zum Wiederanstieg der TARGET-Salden

Abstract

TARGET-II bezeichnet das zwischen den nationalen Zentralbanken des Euroraums bestehende Verrechnungssystem zum Ausgleich von zahlungsbilanzrelevanten Liquiditätssalden zwischen den Mitgliedsländern. Neutralisieren sich die von den Marktakteuren vorgenommenen grenzüberschreitenden Leistungs- und Kapitalströme zwischen den Euro-Ländern nicht, so werden die Salden durch die jeweilige Zentralbank ausgeglichen. So führt ein Nettoliquiditätsabfluss eines Landes zu einem TARGET-Defizit gegenüber dem übrigen Euroraum, während bei einem Nettoliquiditätszufluss ein entsprechender TARGET-Überschuss entsteht. Konzipiert war dieses System ursprünglich zur technischen Abwicklung der im täglichen Wirtschaftsverkehr auftretenden kurzfristigen Liquiditätssalden.
