Kreditfinanzierung (zusätzlicher) öffentlicher Investitionen sinnvoll

Abstract

Alle fünf Anträge zum Thema Schuldenbremse und öffentliche Investitionen befassen sich letztlich mit drei Problemkomplexen: 1. Identifikation und Quantifizierung von öffentlichen Investitionsbedarfen und Möglichkeit ihrer Befriedigung im Rahmen existierender oder zukünftiger Kapazitäten, 2. Spielräume für eine Finanzierung zusätzlicher öffentlicher Investitionen unter der Schuldenbremse, 3. Gründe und Ausgestaltungsmöglichkeiten für eine Kreditfinanzierung öffentlicher Investitionen Auf die drei Problemkomplexe wird im Folgenden kurz eingegangen. Auf eine grundsätzliche Kritik der Schuldenbremse wird dabei nur am Rande eingegangen (vgl. dazu ausführlicher Truger/Will 2012, Rietzler/Truger 2019).
