Resilientes Handwerk? Auswirkungen der Corona-Krise und der Rückvermeisterung auf die Betriebsdynamik

Abstract

Die ökonomischen Effekte der Corona-Maßnahmen haben auch das Handwerk in hohem Maße betroffen. Neben Umsatzverlusten hat dies auch strukturelle Wirkungen, die anhand der Gründungen und Austragungen in den Handwerksrollen abgebildet werden können. Im Anschluss an eine erste Studie im Sommer 2020 präsentiert diese Analyse Daten zu Ein- und Austragungen in die Handwerksrollen von dreizehn Handwerkskammern von 2007 bis 2020 mit einem besonderen Fokus auf die wöchentliche Entwicklung im Jahr 2020. Hierbei kann die strukturelle Wirkung des Lockdowns, der Hilfsmaßnahmen, aber auch der Novellierung der Handwerksordnung vom Februar 2020 identifiziert werden [...] Insgesamt ist festzuhalten, dass die geringere Zahl an Eintragungen primär auf die Novellierung der Handwerksordnung und nur sekundär auf die Auswirkungen der Corona-Krise zurückzuführen ist. Die deutlich abgesunkenen Austragungszahlen wiederum können primär auf die umfassenden finanziellen und rechtlichen Unterstützungsmaßnahmen im Rahmen der Corona-Krise, sekundär auf die Novellierung der Handwerksordnung zurückgeführt werden. Bislang zeigt sich das Handwerk somit als sehr resilient im Hinblick auf die Krisenfolgen, insbesondere da ein erheblicher Teil der ökonomischen Effekte auf die Novellierung der Handwerksordnung zurückzuführen ist.
