Neue Kooperationen und Finanzierungsmodelle für die Daseinsvorsorge: Eine Analyse von 111 Initiativen

Abstract

Aufgrund des demografischen Wandels und sinkender Budgets wird es zwar immer schwieriger, eine adäquate Infrastruktur im ländlichen Raum zu gewahrleisten, doch existieren bereits neue kooperative Losungsansätze und Finanzierungsmodelle. Die wichtigste Rolle nimmt dabei die aktive Bürgerschaft ein, die von der Kommune und der lokalen Wirtschaft unterstützt wird. Mit bestimmten Infrastruktureinrichtungen ist nicht notwendig eine festgelegte Rechtsform verbunden; vielmehr wird diese je nach lokalen Erfordernissen gewählt. Finanziert werden Projekte und Initiativen in der Regel durch einen Mix aus verschiedenen Finanzierungsarten (Einnahmen, Spenden, Kredite). Bürgerinnen und Bürger wollen sich immer stärker engagieren und Verantwortung übernehmen; Kommunen sollten dies im Sinne einer Hilfe zur Selbsthilfe fordern, sich aber nicht völlig aus der Verantwortung zurückziehen.
