Schnittstellen in der Sozialpolitik: Eine Analyse am Beispiel der Einrichtung von Jugendberufsagenturen

Abstract

Auf den Punkt: Jugendliche im Übergang von der Schule in den Beruf werden in der Sozialpolitik von Akteuren aus drei Rechtskreisen betreut - SGB II (Grundsicherung), III (Arbeitsförderung) und VIII (Jugendhilfe). Zur besseren Verzahnung dieser Schnittstellen werden Jugendberufsagenturen eingerichtet, für die es kein einheitliches Konzept gibt, sodass jede Agentur anders gestaltet ist und andere Kooperationspartner, Strukturen zur Zusammenarbeit und Organisationsformen aufweist. Generell lassen sich in der konkreten Ausgestaltung der Jugendberufsagenturen vor allem drei Modelle identifizieren: eine Gesamtpartnerschaft aller drei Rechtskreise, eine Fokuspartnerschaft der Arbeitsverwaltung und eine Fokuspartnerschaft von Jobcenter und Jugendhilfe.
