Weitere Zunahme der Niedriglohnbeschäftigung: 2006 bereits rund 6,5 Millionen Beschäftigte betroffen

Abstract

Auf den Punkt: Unter allen abhängig Beschäftigten liegt der Anteil von Niedriglöhnen (unterhalb von zwei Dritteln des Medians) 2006 bei gut 22% - d.h. mehr als jede/r Fünfte ist gering bezahlt. Gegenüber 1995 ist der Niedriglohnanteil in Deutschland damit um gut 43% gestiegen. Der durchschnittliche Stundenlohn der Niedriglohnbeziehenden ist seit 2004 gesunken, während er in den Vorjahren gestiegen ist. Überdurchschnittlich betroffen von Niedriglöhnen sind insbesondere Mini-jobber/innen, Jüngere, gering Qualifizierte, Ausländer/innen und Frauen. Der Anteil von Beschäftigten mit abgeschlossener Berufsausbildung am Niedriglohnbereich ist von 58,6% (1995) auf 67,5% (2006) deutlich gestiegen. Im internationalen Vergleich hat Deutschland inzwischen einen hohen Anteil von Niedriglöhnen und eine fast beispiellose Ausdifferenzierung des Lohnspektrums nach unten.
