Regionalpolitische Implikationen der neuen ökonomischen Geographie

Abstract

Dieses Papier untersucht die regionalpolitischen Implikationen der Neuen Ökonomischen Geographie. Erstens werden der allgemeine Modellrahmen der Neuen Ökonomischen Geographie und eine für die Politikanalyse geeignete Modellvariante erläutert. Zweitens wird untersucht, ob regionale Integration nach Maßgabe des gewählten Modellrahmens politischen Handlungsbedarf anzeigt. Die Analyse ergibt, dass die möglichen räumlichen Gleichgewichte politische Interventionen aufgrund von ökonomischen Effizienzzielen nicht begründen. Das Modell zeigt jedoch politischen Handlungsbedarf bei Orientierung an ökonomischen Ausgleichszielen auf, denn unter bestimmten Bedingungen zieht regionale Integration räumliche Einkommensdisparitäten nach sich. Deshalb wird drittens untersucht, welche Politikgestaltung geeignet ist, die Gefahr von regionalen Einkommensdisparitäten im Zuge von Integrationsprozessen zu reduzieren. Das Papier schließt mit einer Zusammenfassung der wesentlichen Ergebnisse der Untersuchung.
