Externe Wirtschaftsberatungen in Kommunen: eine empirische Skizzierung der kommunalen Problemfelder im Spannungsfeld zwischen Umweltambiguität und limitierter Aufmerksamkeit

Abstract

Wissenschaftliche und praktische Erfahrungen in politischen und ökonomischen Teilbereichen der Gesellschaft zeigen, daß sich die momentane Situation durch eine turbulente und dynamische Umwelt auszeichnet. Auch Kommunen (als Schnittstelle beider Teilbereiche) sind davon betroffen. Hilfe bei der Antizipation zukünftiger Entwicklungen und Erfordernisse können dabei prinzipiell externe Wirtschafts-beratungen bieten. Dieser Diskussionsbeitrag stellt sowohl einen theoretischen Abriß dieser (und anderer) Nutzendimensionen, als auch die momentane kommunale Situation dar. Dabei werden durch empirische Ergebnisse die Eigeneinschätzung von Kommunen, die Nutzenstiftung von Beratungsleistungen, die spezifischen Wünsche sowie das Informationsverhalten der städtischen Akteure skizziert.
