Perspektiven der Beschäftigung älterer ArbeitnehmerInnen in Österreich

Abstract

Die österreichische Bundesregierung strebt eine deutliche Anhebung des effektiven Pensionsantrittsalters in den kommenden Jahren und Jahrzehnten an. Die vorliegende Studie analysiert die Arbeitsmarkteffekte einer verstärkten Integration älterer Personen in den österreichischen Arbeitsmarkt. Internationale empirische Befunde, aber auch Daten über den österreichischen Arbeitsmarkt widerlegen die Befürchtung, dass eine Erhöhung des Angebots an älteren Arbeitskräften zu einer entsprechenden Erhöhung der Arbeitslosigkeit führen wird. Vielmehr deuten die vorliegenden Fakten darauf hin, dass ältere ArbeitnehmerInnen gut in den Arbeitsmarkt integriert werden können und auch keine Verdrängung anderer Altersgruppen - insbesondere Jugendlicher - zu befürchten ist. Eine modellhafte Quantifizierung zeigt auf, dass ein Nachvollziehen der Reformerfolge betreffend die Erwerbsbeteiligung Älterer in Deutschland für die österreichische Volkswirtschaft, den Arbeitsmarkt und die öffentlichen Haushalte beträchtliche Vorteile bringen würde.
