Kommunale Monopole in der Hausmüllentsorgung

Abstract

In Teilen der Entsorgungswirtschaft ist der Wettbewerb noch schwach ausgeprägt. Im Bereich der Entsorgung von Haushaltsmüll dominieren oftmals gebührenfinanzierte kommunale Unternehmen den Markt. Die Rolle der Kommunen als alleinige Leistungserbringer wurde zuletzt auch durch allgemeine Rekommunalisierungstendenzen weiter gestärkt. Eine ökonomische Betrachtung lässt jedoch deutlich werden, dass die Alleinbedienung vieler Märkte durch kommunale Unternehmen weder effizient, noch ökologisch vorzugswürdig ist. Demgegenüber zeigen wir in Eckpunkten auf, wie eine übergreifende Wettbewerbsordnung aussehen könnte, die alle Bereiche der Hausmüllentsorgung einbezieht. In diesem Ordnungsrahmen nehmen die Kommunen als Organisatoren des Wettbewerbs und bei der Setzung von Qualitätsstandards eine neue wichtige Rolle ein.
