Mehr Markt beim Zugang zu den Start- und Landerechten auf europäischen Flughäfen

Abstract

Funktionsfähiger Wettbewerb auf den europäischen Luftverkehrsmärkten erfordert den diskriminierungsfreien Zugang zu den Flughäfen für sämtliche aktiven und potenziellen Anbieter von Flugverkehr. Daneben gilt es, eine effiziente Allokation knapper Infrastrukturkapazitäten sowie die erforderliche Kostendeckung anzustreben. Die derzeitige wettbewerbsfeindliche Slotvergabe auf stark ausgelasteten Flughäfen stellt das zentrale Problem in der aktuellen Flugverkehrsdiskussion dar. Die Debatte konzentriert sich denn auch auf die Revision der Verordnung EWG 95/93. Kontrovers diskutiert werden dabei vor allem die Abschaffung der "Großvaterrechte" und die Umsetzungspotenziale marktorientierter Ansätze zur Allokation von Slots auf überlasteten Flughäfen, insbesondere Slothandel, Slotauktionen und die Rolle optimaler Benutzungsgebühren. Zwei Fragen stehen in den folgenden Ausführungen im Vordergrund: (1) Wie lässt sich eine Zuteilung knapper Flughafenkapazitäten organisieren, damit sie aus der Sicht der Fluggäste die beste Verwendung finden? und (2) Wie lässt sich eine Zuteilung knapper Flughafenkapazitäten organisieren, so dass Wettbewerbsverzerrungen auf den liberalisierten Luftverkehrsmärkten verhindert oder minimiert werden?
