Österreichs Anti-Teuerungsmaßnahmen 2022 bis 2026. Treffsicherheit und ökologische Aspekte

Abstract

Österreich hat im europäischen Vergleich im Verhältnis zur Wirtschaftsleistung eines der umfangreichsten Maßnahmenpakete zur Abfederung der sozialen und ökonomischen Folgen der hohen Inflation und Energiepreise implementiert. Die zwischen Jänner 2022 und Mai 2023 verabschiedeten Maßnahmen summieren sich kumuliert im Zeitraum 2022 bis 2026 auf 48,7 Mrd. €, davon 48,1 Mrd. € seitens des Bundes. Von den 37,7 Mrd. € Entlastungen für private Haushalte sind 14,6 Mrd. € kurzfristig bzw. befristet, 23,1 Mrd. € sind dauerhaft-strukturelle Entlastungen (Kompensation der kalten Progression, Valorisierung bestimmter Sozialleistungen). Für die Unternehmen sowie die Land- und Forstwirtschaft werden 8,3 Mrd. € an kurzfristigen und 2,1 Mrd. € an dauerhaft-strukturellen Maßnahmen (Senkung der Lohnnebenkosten) gewährt. Die Teuerung wurde wesentlich durch den Anstieg der Energiepreise getrieben, dementsprechend weist ein erheblicher Teil der Entlastungsmaßnahmen (18,1 Mrd. € bzw. 37,6% des bundesseitigen Entlastungsvolumens) einen direkten Energiebezug auf. Davon hat mit 93,3% (16,9 Mrd. €) ein erheblicher Anteil (nicht intendierte) klimakontraproduktive Wirkungen, da insgesamt verabsäumt wurde, Anreize für Energiesparmaßnahmen zu setzen. Von Interesse ist darüber hinaus die Treffsicherheit der Maßnahmen. Ein erster sehr grober Indikator hierfür ist die Unterteilung der Entlastungsmaßnahmen in einkommensabhängige und einkommensunabhängige Maßnahmen. 32,8 Mrd. € – das sind 87,1% der Entlastungsmaßnahmen für private Haushalte – werden einkommensunabhängig gewährt, während nur 4,9 Mrd. € vom Einkommen abhängen.
