Verbraucherpreise in Österreich 2021 bis 2023: Entwicklung und Ausblick

Abstract

Die Steigerungen in den Verbraucherpreisen, die derzeit global beobachtet werden, sind zu einem großen Teil auf Basis- und Sondereffekte zurückzuführen, die unmittelbar eine Folge der COVID-19-Pandemie und der dadurch ausgelösten weltweiten Rezession, sowie der (unerwartet) raschen Erholung davon, sind. Vor allem die stark gestiegenen Energiepreise (Mineralölprodukte im Jahr 2021, Gas und Strom im Jahr 2022) und die Preise für (dauerhafte) Konsumgüter tragen den Preisauftrieb auf der Verbraucherebene (VPI). Auf Basis der aktuellen WIFO-Konjunkturprognose vom Dezember erwartet das WIFO eine Inflationsrate laut Verbraucherpreisindex für 2021 von +2,8%; realisiert Jänner bis November 2021: Ø 2,6%, Dezember 2021: +4,5%) und 2022 bei +3,3% (I. Quartal 2022: +4½%, IV. Quartal 2022 +2%). Der Höhepunkt in der monatlichen Inflationsdynamik dürfte mit etwa +5% im Jänner 2022 erreicht werden und bis zum Jahresende 2022 auf rund +2% zurückgehen. Die aktuelle WIFO-Prognose für die Lohnentwicklung impliziert, dass durch Teuerung 2021 im Folgejahr keine Lohnpreisspirale in Gang kommt. Das WIFO schätzt den kräftigen Preisauftrieb in den Jahren 2021 und 2022 im überwiegenden Ausmaß als vorübergehend ein, erwartet jedoch nicht, dass sich die Inflationsdynamik wieder auf die (sehr) niedrigen Teuerungsraten der Periode 2010 bis 2020 abschwächen wird.
