Les Pouvoirs Territoriaux Comme Pont Entre Niches Et Regime: Le Cas De L’Alliance Emploi-Environnement En Region De Bruxelles-Capitale

Abstract

Est-ce que les pouvoirs territoriaux peuvent jouer un rôle majeur dans la transition vers des systèmes urbains plus soutenables et résilients ?Cet article explore cette question à l’aide d’un exemple concret d’une politique territoriale :l’Alliance Emploi-Environnement (AEE). Nous proposons un cadre conceptuel qui nous permet de montrer que l’administration en charge de l’AEE a fonctionné, de manière innovante, comme un « acteur de pont » capable de créer des conditions propices à la médiation entre les acteurs de « niches » et des acteurs du « régime » [Loorbach, 2007]. Mais en raison du caractère ambigu de la relation entre ces deux types d’acteurs, la médiation de la transition systémique doit reposer sur une vision politique forte et partagée qui fait actuellement défaut.
